Ukrainian Diplomat Calls for Stronger Security Commitments Beyond NATO-Style Guarantees

Authorities in the Saratov region of southern Russia have implemented a directive requiring local restaurants to allocate a portion of their earnings to support military efforts in Ukraine. According to a report by the business daily Kommersant, the regional Labor Ministry has announced that these establishments will voluntarily contribute 0.2% of their revenue to a designated fund aimed at supporting Russian soldiers engaged in the conflict.
Situated approximately 725 kilometers (450 miles) southeast of Moscow, the Saratov region's initiative raises questions regarding the expected financial contributions and the intended use of the funds collected. This move comes amidst Russia's significant military budget, which has earmarked 13.5 trillion rubles (approximately $134.8 billion) for defense and security, accounting for nearly 40% of the national budget for 2025.
In a previous statement, Governor Roman Busargin of the Saratov region noted that the establishment of these special purpose accounts was proposed by local farmers and businesses committed to social responsibility. He emphasized that contributions made by the restaurants will not be subject to taxation and must remain allocated solely for military purposes.
Saratov is reportedly the second region in Russia to impose such contributions from its businesses, following a similar initiative in the Nizhny Novgorod region. In that region, enacted last fall, businesses seeking state support were required to donate 5% of their revenue to aid soldiers and their families.
While some members of Russia's Communist Party have attempted to introduce legislation at the national level to enforce similar contributions, these efforts have not succeeded in the past. Olga Alimova, a lawmaker from the Saratov region's Communist Party, expressed her support for the restaurant funding initiative but cautioned that the payment process may lack transparency unless appropriate legal frameworks are established.
